For the first time since the coronavirus pandemic hit Cuba, Havana residents will be subjected to a nightly curfew and not be allowed to travel to other provinces in the country, Havana Governor Reinaldo Garcia Zapata announced Thursday.
Cuba’s ruling Communist Party has struggled to control a second wave of Covid-19 in Havana, just weeks after declaring the country was closing in on the tail end of the pandemic.
The curfew from 7 p.m. until 5 a.m. will begin on September 1 and last for at least 15 days, Zapata said.
Zapata said penalties for people not wearing a mask would be increased and the consumption of alcohol in public would be banned.
Cuba, with a population of 11 million, has so far registered 3,806 coronavirus cases and 92 deaths, according to Johns Hopkins University data.

Iran's Health Ministry reported 2,190 new coronavirus cases and 117 new deaths on Thursday, according to state-run news agency IRNA.
Health Ministry spokeswoman Sima Sadat Lari said the total number of confirmed cases in the country had reached 367,796, including 21,137 deaths, IRNA reported.
Lari said 3,822 Covid-19 patients are in critical condition and being treated in intensive care units.
Iran, the original epicenter of the outbreak in the Middle East, has recorded more coronavirus cases and deaths than any other country in the region.

Peru's high coronavirus death rate -- the second highest in the world according to data from Johns Hopkins University -- is due to the country's transparency with the statistics, a senior Peruvian official said.
Peru has recorded 88 deaths per 100,000 citizens, according to the university's Coronavirus Resource Center, marginally ahead of Belgium and behind only the microstate of San Marino in northern Italy.
"I do not know of another country that during the pandemic is making such transparency of the number of deaths, by including the number of deaths suspected of Covid to the number of Covid deaths," said Walter Martos, President of Peru's Council of Ministers.
Martos said a study is underway into people who had died and been diagnosed with coronavirus "even when they may have died from other causes or other diseases."
As of Wednesday, the Peruvian Ministry of Health had confirmed a total of 613,378 coronavirus cases, including 28,124 deaths.

Police have issued prohibition notices to nine licensed premises in Northern Ireland for breaching the coronavirus guidelines.
A prohibition notice means the venue must close and remain shut until police are satisfied the rules can be adhered to.
They were issued in the week up to Monday 24 August.
It is known that one notice was served in Banbridge, two in Irvinestown, two in Roslea and one in Tempo.
On Thursday, NI Health Minister Robin Swann said there had been a "blatant disregard" for Covid-19 regulations by some in the hospitality sector, and he would ask the executive to "prioritise" stronger legislation to deal with the issue. Health Protection (Coronavirus Restrictions) Regulations NI 2020.
Hospitality Ulster chief executive Colin Neill said licensed premises that flout Covid-19 guidelines should be shut.
However he added that current government guidance was "too vague and lacks power".
"Unfortunately the vast majority end up suffering because of these people," he said.
"We have written to the health minister asking him to turn the guidance into legislation to make it enforceable and then come down heavily on anyone who breaches the regulations and puts people's lives at risk."
The PSNI say where appropriate, advice and guidance will be provided to ensure the continued safe and peaceful enjoyment of services.
A prohibition notice requires a place to stop what enforcement officers consider to be unsafe activity - in this case, breaches of the Health Protection (Coronavirus Restrictions) Regulations NI 2020.
The UK government said the move was needed to keep UK infection rates down.
People arriving in Scotland from Switzerland are already required to self-isolate.
Cuba, where there has been a drop in cases, will be added to the list of destinations people can return from without entering quarantine.
The UK considers imposing quarantine conditions when a country's rate of infection exceeds 20 cases per 100,000 people over seven days.
The government said there has been a "consistent increase" in the weekly case rate in Switzerland over the past four weeks, with cases per 100,000 rising from 18.5 to 22 over the past week.
In Jamaica, the seven-day rate rose from 4.3 on August 20 to 20.8 on Thursday - a 382% increase, while the Czech Republic has seen weekly cases per 100,000 rise from 16.2 on 20 August to 20.2 on Thursday.
More than 1.6 million Britons travelled to Switzerland last year, the Swiss Tourism Federation said, drawn by the Alps and the mountain air.
The Czech Republic sees more than 300,000 British tourists every year, according to the Foreign and Commonwealth Office. The capital Prague is a popular destination for city breaks and stag parties.
Katarina Hobbs, director of CzechTourism UK and Ireland, insists the country "remains a safe country to travel to", adding she hoped the British government would reconsider its decision "very soon".
The Foreign Office is now advising against all but essential travel to the Czech Republic, Jamaica and Switzerland.
UK tourists in those countries are being told to follow local rules and check the FCO travel advice.
In a tweet, Transport Secretary Grant Shapps warned British holidaymakers to "only travel if you are content to unexpectedly 14-day quarantine on return".
People wishing to avoid the need to self-isolate now face a race to get back to the UK before the quarantine deadline.
Simon Calder, travel editor of the Independent, told the BBC fares "went through the roof" within minutes of No 10's announcement, with airlines including British Airways adding extra flights to Heathrow from Prague, Geneva and Zurich priced at about "£300 one way".
He also wrote in the Independent, that a "significant number" of UK tourists with family connections to Jamaica were understood to be on the Caribbean island but warned it might be too late for them to return by Saturday's deadline if they missed Thursday's overnight flights - which go through America.
He advised travellers leaving Switzerland to avoid flying via Basel airport as its terminal and runway sat inside French territory, and, according to the DfT, would trigger the need to quarantine.
Liechtenstein is now also off-limits, he added, because it is only accessible through Switzerland and Austria - which is also on the government's quarantine list.

Australians had been slowly emerging from Covid-19 lockdowns since the federal government announced a three-stage plan in May to ease restrictions across the country, but from 8 July the Melbourne metropolitan area and Mitchell shire immediately to the north returned to a stage three lockdown for six weeks.
After consistently high case numbers despite the lockdown, the Victorian premier, Daniel Andrews, announced further restrictions for the state. From 2 August, metropolitan Melbourne entered a six-week stage four lockdown, while a stage three lockdown took effect across regional Victoria and Mitchell shire from 6 August.
